A semantic operator is a step in a query plan that is executed by a language model rather than by the database. It sits alongside relational operators such as filters, projections and joins, and it handles the parts of a question that require reading meaning out of text. Treating it as a first-class operator lets the optimizer reorder it, push relational work ahead of it, and batch its calls, so the model only sees rows that survived pruning.
